The Mineral Wells City Council met in regular session on March 17, 2026, approving the creation of a new City department, hiring two department directors, and advancing several infrastructure, park, and public safety initiatives. Council also received updates on the City’s development code and potential historic preservation efforts.

Consent Agenda Highlights

Council approved the creation of a new Development Services Department, which will consolidate inspections, permitting, planning, and code compliance under one division reporting to the City Manager. The newly created director position is intended to improve customer service, modernize building codes, and strengthen zoning and compliance processes.

Council also appointed Richard Glass as Director of Development Services. According to his resume, Glass holds degrees in commerce and public administration, has roughly 10 years of local government experience, and maintains multiple certifications in development and building code fields.

Additionally, Council approved the appointment of Howard Huffman as Executive Director of Public Works. Huffman previously served as General Manager of Palo Pinto County Municipal Water District No. 1 and will oversee the City’s infrastructure systems, including streets, drainage, utilities, and facilities, while also serving as a liaison to the Water District.

Supporting documents indicated no structural changes are planned within the Public Works Department, and both the City and Water District are expected to amend their budgets with no net financial impact.

Council approved a $397,319 contract with Rosenbauer to repair Fire Engine No. 1, which was heavily damaged in a September 2025 collision while responding to a call. The specialized repairs will be completed at the manufacturer’s South Dakota facility and are expected to be covered by insurance.

Council also approved the “Fetch a Fresh Start” program at the Boyce Ditto Public Library, allowing overdue fines to be waived through donations of approved items or volunteer service at the City’s animal shelter.

Individual Agenda Items

Council approved the replat of approximately 10 acres in the Blackbird Estates subdivision, allowing for signage and a screening wall at the development entrance. The request was previously approved by the Board of Adjustments.

Council received an update on the City’s Unified Development Code project from Kendig Keast Collaborative. Portions related to zoning and land use are ready for review, with the full document expected later this summer.

A presentation from Stantec outlined potential steps toward adopting a historic preservation ordinance, which would allow the City to designate historic districts, establish design guidelines, and pursue related grant funding.

Council also reviewed new branding concepts for several City departments, including the library, Economic Development Corporation, and airport, as part of an ongoing rebranding effort.

Council accepted a $200,000 federal grant through the Safe Streets and Roads for All program, which requires a $50,000 local match and will fund a comprehensive citywide safety action plan focused on identifying high-risk areas and improving roadway safety.

Design for a new play structure that will be installed at West City Park

Council approved plans for a new playground at West City Park, selecting the most comprehensive option, which includes a multi-level play system, climbing features, slides, bridges, and accessible design elements.

The project cost is estimated at approximately $987,737, exceeding the current $700,000 budget. Parks Director Carrie Stevenson said the City will pursue a $300,000 grant from Lowe’s and seek additional sponsorships and donations to cover the difference. City Manager Jason Weeks said Council will be updated as funding opportunities and cost savings are identified.

Library Policy & Board Appointments

Council approved an updated policy for the Boyce Ditto Public Library’s community meeting room, establishing reservation guidelines and a $10 per hour rental fee.

Following executive session, Council approved appointments to multiple boards and commissions, including the Airport Advisory Board, Planning and Zoning Commission, Economic Development Corporation, and Library Advisory Board.

No items were requested for future agendas, and the meeting was adjourned.
