MINERAL WELLS, Texas — The Mineral Wells City Council unanimously approved a resolution Monday supporting a $2.2 million luxury spa project at The Crazy Water Hotel in the city’s historic downtown district.

The council’s Aug. 5 vote endorses Project Wellness, an economic development initiative presented by the Mineral Wells Economic Development Corporation in partnership with The Crazy Water Hotel. The MWEDC Board of Directors previously approved the project June 17.

The spa is designed to attract additional visitors while serving local residents, according to city officials. The project aims to further establish the hotel and Mineral Wells as a tourism destination and increase the hotel’s competitiveness in other markets.

“This potential project could mark the beginning of a new phase of investment in Historic Downtown Mineral Wells and highlights the continued revitalization of The Crazy Water Hotel,” said David Miller, director of the Mineral Wells Economic Development Corporation.

Since The Crazy Water Hotel reopened in 2021, its redevelopment has generated millions of dollars in local spending, hundreds of thousands of dollars in hotel occupancy taxes and created more than 100 jobs, transforming downtown Mineral Wells into a destination, according to the MWEDC.

The MWEDC Board of Directors approved a performance-based incentive package consisting of a $500,000 grant and a $250,000 loan to support the project. The incentives are tied to a performance agreement requiring significant increases in local sales and hotel occupancy tax collections above the hotel’s historical levels.

The project will not be funded through the city’s general fund or property taxes. Instead, it is supported by the MWEDC, which is funded through a voter-approved one-eighth cent sales tax allocation.

The MWEDC was established in 2014 and restructured in 2019. It operates independently of the city’s general operating budget and was created to fund projects that spur economic development, job creation and capital investment in Mineral Wells.

“The goal of any incentive is to ensure a net benefit to the community,” Miller said. “The anticipated return on investment to the City of Mineral Wells is expected within 5 to 7 years, but the ongoing economic impact will continue to benefit this community for years to come.”
